Explanation of Fees

California Assembly Bill 939 (AB939) and Franchise Fees are intended to be a recycling incentive. They are imposed on collected garbage and NOT on recyclables.

AB939 FEES. AB939 mandates a 50 % reduction of waste going to landfills. A source reduction and recycling fee of $0.89/cubic yard of garbage* is collected from all businesses to support waste reduction and recycling programs in San Jose.

FRANCHISE FEES. All franchised waste haulers are assessed a fee of $3.67/cubic yard of garbage collected from businesses. Funds raised from these fees support City services such as police, fire, libraries, streets and parks.

* Effective August 1, 2006
