City of San Jose Environmental Services- Recycling Service Update - Improving Recycling & Garbage Collection for Business - August 2008

Business Comments Needed on Proposed Waste Collection System
.
The City of San José is considering changing the way recycling and garbage is collected from businesses. The current proposal reflects analysis of other city's collection models, a study of the current waste stream to see how much still can be recycled, and extensive input from businesses large and small. The City invites you to comment on the proposed system outlined in the table below. Please provide your input prior to August 15, 2008 by e-mailing zerowaste@sanjoseca.gov or contacting Mike Foster at (408) 975-2601.

Improving Recycling & Garbage Collection for Business
Draft Proposal
Current System Proposed System
Businesses choose from 25 companies authorized to collect recycling and garbage in San José. Two to three companies have exclusive franchises to collect recycling and garbage in defined areas of the City.
Businesses only recycle about 10 - 20% of their waste. Businesses potentially could recycle up to 80% of their waste.
Surveyed Businesses Identified: New System Benefits:
A lack of recycling services as one of the top three obstacles to recycling more. A consistent suite of services that can be tailored to each business.
Inconsistent rates, even for a company with multiple locations. More equitable and consistent rates, with a competitive bid process to control costs.
Varying levels of satisfaction with customer service provided by collection companies. Customer service standards and incentives outlined in contracts.
Noise and traffic complaints from collection trucks driving overlapping routes on multiple days. Each geographical area would have only one collection company, reducing traffic, noise and emissions.
