Bring Your Own Bag – Resources for Retailers

Online Self-Certification

San José retailers can now fill out the Single-Use Carryout Bag Self-Certification online! Retailers have the option of mailing in a self-certification form, or they may complete the form online via our website. Complete your self-certification form today!

Three new resources have been added to this website to help you with the new bag ordinance that took effect on January 1, 2012 – a list of Reusable Bag Suppliers, a list of Recycled Paper Bag Suppliers, and the free Retailer Toolkit.

Preparing Your Business

As part of the implementation process, you will be asked to return a self certification document to the City indicating that you understand the new ordinance. This document was sent to you via certified mail in fall 2011.

Additional Suggestions

  • Contact your current bag supplier about the availability of paper bags with at least 40% post-consumer recycled content.
  • Begin or continue to offer a credit or incentive to customers who shop with reusable bags.
  • Consider selling reusable bags.

Preparing Your Team – Employee Training

  • A customer and store clerk at checkoutPlan for employee training on the ordinance rules; how to respond to questions or comments from customers; and on procedures for the paper bag charge.
  • Place copies of the City’s customer factsheet at checkout counters for employee reference.
  • Employees can help customers transition to new habits in advance of the ordinance by: 
    1. Asking customers “Do you have your own bag today?”
    2. Thanking customers who bring their own reusable bags to reinforce this habit and to encourage other customers within listening range to do the same.
    3. Encourage your employees to start shopping with a reusable bag regardless of what city they live in.

Preparing Your Customers – Public Reminders

  • Customers carrying shopping bags in a mallProminently post reminders outside your store and at the entrance to signal customers to bring their reusable bags with them into the store.
  • Consider promoting the use of reusable bags in your company’s circulars, in online media, and on your website; add a link to www.sjrecycles.org/bags for those customers who may want more information.
